Mr John Lee, Chief Executive of Hong Kong Special Administrative Region

This year is of great significance. It marks not only the 29th anniversary of Hong Kong's return to the Motherland and the inaugural year of the National 15th Five-Year Plan, but also a pivotal year for Hong Kong to advance from stability to prosperity. The Outline of the 15th Five-Year Plan offers a number of recommendations that provide vital insights for shaping Hong Kong's future. It also reflects the country's emphasis on and support for Hong Kong, reaffirming the city's important role and strategic positioning in the nation's overall development blueprint.

To align with the National 15th Five‑Year Plan, the Hong Kong Special Administrative Region (HKSAR) Government is fully committed to formulating the first Hong Kong's Five‑Year Plan, which will articulate a vision for the future, define clear goals and directions, identify priority areas, and outline key initiatives. "Security is a prerequisite for development, and development provides a guarantee for security." The blueprint must take into account both national security and Hong Kong's long-term stability and development. By widely soliciting opinions, forging consensus, ensuring precise alignment with national strategies, and delivering tangible outcomes, we will make even greater contributions to the country's high-quality development and modernisation.

Safeguarding Hong Kong's prosperity and stability, promoting steady economic growth, and achieving sustained improvements to people's livelihoods are the shared aspirations of all sectors of society. The HKSAR Government will, as always, faithfully and resolutely uphold the principle of "one country, two systems", fully implement the principle of "patriots administering Hong Kong", consistently enhance the efficacy of governance in accordance with the law, proactively consolidate Hong Kong's existing strengths, and push for a more diversified economy. We will focus on upgrading core industries such as finance, shipping, and innovation and technology, and accelerating the cultivation of new quality productive forces. By bringing more leading enterprises to establish bases in Hong Kong, we will make sure that the city stays competitive in this new era and that everyone shares the fruits of economic prosperity.

In celebration of the 29th Anniversary of the Establishment of the HKSAR, the Government will, in collaboration with various community organisations, host a series of exciting events across the 18 districts. Join us in sharing the joy of the anniversary. Let us unite and strive forward to build an even brighter future for our country and for Hong Kong.
